Franklin County, Florida

According to the 2000 Census, Franklin County, Florida has a population of 11,057 people. Of those, 8,983 (81%) are White, 1,804 (16%) are Black, and 268 (2%) are Latino[1]. However, 1,566 (or 14% of the 11,057 people) are not residents by choice but are people in prison.

Even though prisoners cannot participate in the local community, the Census Bureau nevertheless counts them as residents of the county where they are incarcerated.

A more accurate description would not include the prisoners. This would give Franklin County a population of 9,491 with a demographic that is 88% White, 10% Black, and 1% Latino.
