Bay County, Florida

According to the 2000 Census, Bay County, Florida has a population of 148,217 people. Of those, 124,761 (84%) are White, 15,772 (11%) are Black, and 3,591 (2%) are Latino[1]. However, 1,563 (or 1% of the 148,217 people) are not residents by choice but are people in prison.

Even though prisoners cannot participate in the local community, the Census Bureau nevertheless counts them as residents of the county where they are incarcerated.

A more accurate description would not include the prisoners. This would give Bay County a population of 146,654 with a demographic that is 85% White, 10% Black, and 2% Latino.
