According to the 2000 Census, Fremont County, Colorado has a population of 46,145 people. Of those, 41,311 (90%) are White, 2,464 (5%) are Black, and 4,776 (10%) are Latino[1]. However, 8,499 (or 18% of the 46,145 people) are not residents by choice but are people in prison.

Even though prisoners cannot participate in the local community, the Census Bureau nevertheless counts them as residents of the county where they are incarcerated.

A more accurate description would not include the prisoners. This would give Fremont County a population of 37,646 with a demographic that is 95% White, 0% Black, and 7% Latino.
