According to the 2000 Census, Santa Barbara County, California has a population of 399,347 people. Of those, 290,418 (73%) are White, 9,195 (2%) are Black, and 136,668 (34%) are Latino[1]. However, 4,095 (or 1% of the 399,347 people) are not residents by choice but are people in prison.

Even though prisoners cannot participate in the local community, the Census Bureau nevertheless counts them as residents of the county where they are incarcerated.

A more accurate description would not include the prisoners. This would give Santa Barbara County a population of 395,252 with a demographic that is 73% White, 2% Black, and 34% Latino.
