San Bernardino County, California

According to the 2000 Census, San Bernardino County, California has a population of 1,709,434 people. Of those, 1,006,960 (59%) are White, 155,348 (9%) are Black, and 669,387 (39%) are Latino[1]. However, 16,959 (or 1% of the 1,709,434 people) are not residents by choice but are people in prison.

Even though prisoners cannot participate in the local community, the Census Bureau nevertheless counts them as residents of the county where they are incarcerated.

A more accurate description would not include the prisoners. This would give San Bernardino County a population of 1,692,475 with a demographic that is 59% White, 9% Black, and 39% Latino.
