According to the 2000 Census, Sacramento County, California has a population of 1,223,499 people. Of those, 783,240 (64%) are White, 121,804 (10%) are Black, and 195,890 (16%) are Latino[1]. However, 6,463 (or 1% of the 1,223,499 people) are not residents by choice but are people in prison.

Even though prisoners cannot participate in the local community, the Census Bureau nevertheless counts them as residents of the county where they are incarcerated.

A more accurate description would not include the prisoners. This would give Sacramento County a population of 1,217,036 with a demographic that is 64% White, 10% Black, and 16% Latino.
