According to the 2000 Census, Imperial County, California has a population of 142,361 people. Of those, 70,290 (49%) are White, 5,624 (4%) are Black, and 102,817 (72%) are Latino[1]. However, 9,859 (or 7% of the 142,361 people) are not residents by choice but are people in prison.

Even though prisoners cannot participate in the local community, the Census Bureau nevertheless counts them as residents of the county where they are incarcerated.

A more accurate description would not include the prisoners. This would give Imperial County a population of 132,502 with a demographic that is 52% White, 2% Black, and 74% Latino.
