St. Francis County, Arkansas

According to the 2000 Census, St. Francis County, Arkansas has a population of 29,329 people. Of those, 14,184 (48%) are White, 14,375 (49%) are Black, and 1,431 (5%) are Latino[1]. However, 2,426 (or 8% of the 29,329 people) are not residents by choice but are people in prison.

Even though prisoners cannot participate in the local community, the Census Bureau nevertheless counts them as residents of the county where they are incarcerated.

A more accurate description would not include the prisoners. This would give St. Francis County a population of 26,903 with a demographic that is 48% White, 50% Black, and 1% Latino.
