According to the 2000 Census, Chesapeake city, Virginia has a population of 199,184 people. Of those, 133,193 (67%) are White, 56,823 (29%) are Black, and 4,076 (2%) are Latino[1]. However, 2,144 (or 1% of the 199,184 people) are not residents by choice but are people in prison.

Even though prisoners cannot participate in the local community, the Census Bureau nevertheless counts them as residents of the county where they are incarcerated.

A more accurate description would not include the prisoners. This would give Chesapeake city a population of 197,040 with a demographic that is 67% White, 28% Black, and 2% Latino.
