Powhatan County, Virginia

According to the 2000 Census, Powhatan County, Virginia has a population of 22,377 people. Of those, 18,237 (82%) are White, 3,784 (14%) are Black, and 184 (836%) are Latino[1]. However, 2,150 (or 10% of the 22,377 people) are not residents by choice but are people in prison.

Even though prisoners cannot participate in the local community, the Census Bureau nevertheless counts them as residents of the county where they are incarcerated.

A more accurate description would not include the prisoners. This would give Powhatan County a population of 20,227 with a demographic that is 86% White, 12% Black, and 1% Latino.
