According to the 2000 Census, Richland County, Ohio has a population of 128,852 people. Of those, 113,600 (88%) are White, 12,151 (9%) are Black, and 1,200 (1%) are Latino[1]. However, 4,939 (or 4% of the 128,852 people) are not residents by choice but are people in prison.

Even though prisoners cannot participate in the local community, the Census Bureau nevertheless counts them as residents of the county where they are incarcerated.

A more accurate description would not include the prisoners. This would give Richland County a population of 123,913 with a demographic that is 90% White, 8% Black, and 1% Latino.
