{"id":9182,"date":"2019-02-21T11:28:04","date_gmt":"2019-02-21T16:28:04","guid":{"rendered":"https:\/\/www.prisonersofthecensus.org\/news\/?p=9182"},"modified":"2019-02-25T10:57:43","modified_gmt":"2019-02-25T15:57:43","slug":"conn-mtd","status":"publish","type":"post","link":"https:\/\/www.prisonersofthecensus.org\/news\/2019\/02\/21\/conn-mtd\/","title":{"rendered":"As Connecticut prison gerrymandering lawsuit moves forward, six states consider legislation"},"content":{"rendered":"<p>On Tuesday, the <a href=\"https:\/\/naacp.org\/latest\/naacp-challenge-prison-gerrymandering-moves-forward-first-statewide-challenge-nation\/\">NAACP&#8217;s lawsuit challenging prison gerrymandering in Connecticut<\/a> survived the state&#8217;s <a href=\"https:\/\/law.yale.edu\/system\/files\/area\/clinic\/document\/naacp_v._merrill_ruling_denying_motion_to_dismiss.pdf\">motion to dismiss<\/a> before the U.S. District Court for the District of Connecticut.\n<\/p>\n<p>\nWhile the status quo is challenged in the courts, the state <a href=\"https:\/\/www.prisonersofthecensus.org\/connecticut.html#leg\">continues to consider a legislative solution<\/a>. The Government Administration and Elections Committee heard testimony on <a href=\"https:\/\/www.cga.ct.gov\/asp\/cgabillstatus\/cgabillstatus.asp?selBillType=Bill&#038;bill_num=HB05611&#038;which_year=2019\">House Bill 5611<\/a> last Friday. (<a href=\"https:\/\/www.prisonersofthecensus.org\/connecticut.html#testimony\">Testimony<\/a> from the hearing, and other info on efforts to end prison gerrymandering in Connecticut is available on our <a href=\"https:\/\/www.prisonersofthecensus.org\/connecticut.html\">Connecticut campaign page<\/a>.)<\/p>\n<p>\nConnecticut is one of six states with bills to end prison gerrymandering <a href=\"https:\/\/www.prisonersofthecensus.org\/legislation.html#pending\">pending this session<\/a>:\n<\/p>\n<ul>\n<li><b>Connecticut:<\/b><a href=\"https:\/\/www.cga.ct.gov\/asp\/cgabillstatus\/cgabillstatus.asp?selBillType=Bill&#038;bill_num=HB05611&#038;which_year=2019\">HB 5611<\/a>, introduced by the Government Administration and Elections Committee for the January Session, 2019.<\/li>\n<li><b>New Jersey:<\/b> <a href=\"https:\/\/www.njleg.state.nj.us\/2018\/Bills\/S1000\/758_I1.PDF\">S758<\/a>, &#8220;requir[ing] incarcerated individual from State to be counted at residential address for legislative redistricting purposes&#8221;, introduced by Senators Sandra Cunningham and Nilsa Cruz-Perez, January 9, 2018, and <a href=\"https:\/\/www.njleg.state.nj.us\/2018\/Bills\/A2000\/1987_I1.PDF\">A1987<\/a>, introduced by Assemblymembers Sumter, Mukherji, Quijano, and Pinkin, January 9, 2018.\n<li><b>Oregon:<\/b> <a href=\"https:\/\/olis.leg.state.or.us\/liz\/2019R1\/Measures\/Overview\/HB2492\">HB 2492<\/a>, &#8220;Relating to redistricting&#8221;, has chief sponsors Representative Holvey and Senator Prozanski and regular sponsors Representatives Nosse, Piluso, Sanchez, filed on January 14, 2019.<\/li>\n<li><b>Rhode Island:<\/b> <a href=\"http:\/\/webserver.rilin.state.ri.us\/BillText\/BillText19\/HouseText19\/H5513.pdf\">H 5513<\/a>, &#8220;Residence of Those in Government Custody Act&#8221;, introduced by Representatives Williams, Vella-Wilkinson, Craven, Caldwell, and Almeida, February 14, 2019. And <a href=\"http:\/\/webserver.rilin.state.ri.us\/BillText\/BillText19\/SenateText19\/S0232.pdf\">S&nbsp;232<\/a>, &#8220;Residence of Those in Government Custody Act&#8221;, introduced by Senators Metts, Nesselbush, Quezada, Cano, and Crowley, January 31, 2019.<\/li>\n<li><b>Texas:<\/b> &#8220;An Act Relating to the inclusion of an incarcerated person in the population data used for redistricting according to the person&#8217;s last residence before incarceration&#8221; was filed by Representative Johnson as <a href=\"https:\/\/capitol.texas.gov\/BillLookup\/History.aspx?LegSess=86R&#038;Bill=HB104\">HB 104<\/a> on November 12, 2018.<\/li>\n<li><b>Washington:<\/b> &#8220;Ensuring accurate redistricting&#8221;, <a href=\"https:\/\/app.leg.wa.gov\/billsummary?BillNumber=5287&#038;Initiative=false&#038;Year=2019\">SB 5287<\/a>, sponsored by Senators Darneille and Hunt, introduced on January 17, 2019.<\/li>\n<\/ul>\n","protected":false},"excerpt":{"rendered":"<p>Bills to end prison gerrymandering are pending in six states&#8217; new legislative sessions.
