{"id":8852,"date":"2016-07-25T10:57:17","date_gmt":"2016-07-25T14:57:17","guid":{"rendered":"http:\/\/www.prisonersofthecensus.org\/news\/?p=8852"},"modified":"2016-07-25T10:57:17","modified_gmt":"2016-07-25T14:57:17","slug":"comment_12","status":"publish","type":"post","link":"https:\/\/www.prisonersofthecensus.org\/news\/2016\/07\/25\/comment_12\/","title":{"rendered":"North Carolina resident observes two flawed ways of counting prison populations, urges Census Bureau to use pre-incarceration addresses"},"content":{"rendered":"<p>In his letter to the Census Bureau regarding the Residence Rule and Residence Situations, <a href=\"\/\/www.prisonersofthecensus.org\/letters\/Drew_Kukorowski_FRN_letter.pdf\">Drew Kukorowski<\/a> compares the two different approaches to counting prison populations he observed in his home state. Kukorowski is a member of Prison Policy Initiative\u2019s <a href=\"\/\/www.prisonpolicy.org\/directors.html\">Board of Directors<\/a> and a resident of North Carolina, \u201ca state in which the current Residence Rule distorted election district boundaries.\u201d<\/p>\n<p>In North Carolina, two counties removed the prison populations from the PL 94-171 redistricting data altogether, \u201cthereby avoiding inflating the political clout of people who lived in the county districts that contained the prisons.\u201d<\/p>\n<p><a href=\"\/\/www.prisonersofthecensus.org\/news\/2012\/12\/19\/granville\/\">Granville County<\/a> went in a different direction. The county is \u201chome to a massive <a href=\"\/\/www.prisonersofthecensus.org\/locator2010\/map\/370779707041005\/\">federal prison complex<\/a>\u201d and \u201ccounted the people incarcerated in the county as if they resided in the county.\u201d<\/p>\n<p>Kukorowski argues that these are just two examples of how counties can respond to the complications prisons pose for redistricting.
