{"id":8216,"date":"2015-03-05T10:26:36","date_gmt":"2015-03-05T15:26:36","guid":{"rendered":"http:\/\/www.prisonersofthecensus.org\/news\/?p=8216"},"modified":"2015-03-05T11:39:20","modified_gmt":"2015-03-05T16:39:20","slug":"risenate-s0239","status":"publish","type":"post","link":"https:\/\/www.prisonersofthecensus.org\/news\/2015\/03\/05\/risenate-s0239\/","title":{"rendered":"Rhode Island Senate votes to end prison gerrymandering"},"content":{"rendered":"<p>Last night, the Rhode Island Senate passed a bill (<a href=\"http:\/\/webserver.rilin.state.ri.us\/BillText\/BillText15\/SenateText15\/S0239.pdf\">S0239<\/a>) to end prison gerrymandering.  As it did <a href=\"\/\/www.prisonersofthecensus.org\/news\/2014\/05\/14\/ri-senate\/\">last year<\/a>, the bill passed unanimously (<a href=\"http:\/\/webserver.rilin.state.ri.us\/SVotes\/votereport.asp?id=9175\">33-0<\/a>) with bipartisan support.\n<\/p>\n<p>\nThe bill is similar to those already passed in California, Delaware, New York, and Maryland; the Rhode Island bill proposes to adjust population data published by the Census Bureau in order to count incarcerated people at their home address for Rhode Island&#8217;s state and local redistricting. Until the Census Bureau makes the change (as <a href=\"\/\/www.prisonersofthecensus.org\/letter\/index.html\">local<\/a>, <a href=\"\/\/www.prisonersofthecensus.org\/news\/2014\/08\/22\/mass-resolution\/\">state<\/a>, <a href=\"\/\/www.prisonersofthecensus.org\/letters\/US_Senators_Letter_to_Census_Bureau_7-16-14.pdf\">and<\/a> <a href=\"\/\/www.prisonersofthecensus.org\/letters\/Congress_April_1_2013.pdf\">Congressional<\/a> legislators, and <a href=\"\/\/www.prisonersofthecensus.org\/news\/2013\/02\/14\/feb2013letter\/\">over 200 organizations<\/a> have explicitly urged it to do), it&#8217;s up to each state to correct the redistricting data themselves.\n<\/p>\n<p>\nWe expect the House version of the bill (<a href=\"http:\/\/webserver.rilin.state.ri.us\/BillText\/BillText15\/HouseText15\/H5155.pdf\">H 5155<\/a>) to be considered in the House Judiciary committee by the end of March.
