{"id":7271,"date":"2013-09-16T09:30:29","date_gmt":"2013-09-16T13:30:29","guid":{"rendered":"http:\/\/www.prisonersofthecensus.org\/news\/?p=7271"},"modified":"2013-09-13T15:59:00","modified_gmt":"2013-09-13T19:59:00","slug":"aclu-hamilton","status":"publish","type":"post","link":"https:\/\/www.prisonersofthecensus.org\/news\/2013\/09\/16\/aclu-hamilton\/","title":{"rendered":"ACLU opposes prison gerrymandering in Florida&#8217;s school boards"},"content":{"rendered":"<p>\nThe <a href=\"http:\/\/aclufl.org\/\" title=\"ACLU of Florida\">American Civil Liberties Union (ACLU) of Florida<\/a> is urging the School Board of Hamilton County to avoid prison gerrymandering. As Nancy Abudu, the Director of Legal Operations at the ACLU of Florida, <a href=\"\/letters\/ACLU_Hamilton_County-09132013.pdf\" title=\"Letter from the ACLU of Florida to the Hamilton County School Board\">wrote<\/a>:<\/p>\n<p class=\"quote\">If the new school board districts are based on unadjusted Census Bureau data&#8230; the few actual residents who live near the prison would have more say in local government than anyone living anywhere else in the county.\n<\/p>\n<p>\nThe school district has not redistricted in a while, letting population shifts over time slowly skew the distribution of voting power among the Board&#8217;s districts.  And the School Board is now in the process of redistricting to equalize the population among the districts, providing its residents an election system that upholds the principles of &#8220;one person, one vote&#8221;.\n<\/p>\n<p>\nBut the Census Bureau&#8217;s method of counting incarcerated people from across the state as if they were residents of a state prison located in the county threatens to undermine the County&#8217;s efforts at equal representation for the county&#8217;s actual residents.
