{"id":7193,"date":"2013-08-16T15:53:58","date_gmt":"2013-08-16T19:53:58","guid":{"rendered":"http:\/\/www.prisonersofthecensus.org\/news\/?p=7193"},"modified":"2014-09-25T18:18:02","modified_gmt":"2014-09-25T22:18:02","slug":"skolnick","status":"publish","type":"post","link":"https:\/\/www.prisonersofthecensus.org\/news\/2013\/08\/16\/skolnick\/","title":{"rendered":"David Skolnick asks, &#8220;Are prisoners Youngstown residents?&#8221;"},"content":{"rendered":"<p><a href=\"http:\/\/www.vindy.com\/news\/2013\/aug\/16\/are-prisoners-youngstown-residents\/\"><img loading=\"lazy\" decoding=\"async\" src=\"\/\/www.prisonpolicy.org\/images\/newsthumbs\/Vindicator-8-16-13_250w.png\" alt=\"The Vindicator thumbnail\" width=\"250\" height=\"247\" class=\"reportcover right\"  \/><\/a>Check out David Skolnick&#8217;s <a href=\"http:\/\/www.vindy.com\/news\/2013\/aug\/16\/are-prisoners-youngstown-residents\/\">must-read column<\/a> in today&#8217;s issue of <i>The Vindicator<\/i> about how the Youngstown, Ohio city council <a href=\"\/\/www.prisonersofthecensus.org\/news\/2013\/08\/13\/youngstown\/\">can avoid prison gerrymandering<\/a>.<\/p>\n<p>As he explains:<\/p>\n<blockquote>\n<p>The census considers prisoners to be residents of where they are incarcerated, even though except for some at the county jail, none of them can vote, and members of council don\u2019t really represent them&#8230;<\/p>\n<p>When officials with the Prison Policy Initiative read in The Vindicator about Youngstown City Council redistricting the seven wards to make each more equitable, they pointed out that counting inmates doesn\u2019t really balance the populations in the wards.<\/p>\n<\/blockquote>\n<p>Mr. Skolnick says that our concerns &#8220;merits serious discussion.&#8221; But will the Youngstown city council heed our advice and join the <a href=\"\/\/www.prisonersofthecensus.org\/local\/\">220+ other local governments<\/a> that refuse to let the Census Bureau&#8217;s prison count skew local democracy?
