Committee on Election Law hears testimony in support of resolution to end prison gerrymandering"},"content":{"rendered":"<p>The message is loud and clear: Massachusetts wants to see an end to prison gerrymandering.<\/p>\n<p>Yesterday afternoon Prison Policy Initiative Legal Director Aleks Kajstura and I attended a hearing before the Massachusetts Legislature&#8217;s Joint Committee on Election Laws to testify with a great group of colleagues in support of <a href=\"\/\/www.prisonersofthecensus.org\/news\/2013\/03\/01\/ma-resolution\/\">Resolution S 309\/H 3185<\/a>, a resolution urging the Census Bureau to end prison gerrymandering by counting incarcerated people at their home addresses.<\/p>\n<p>Representative <a href=\"http:\/\/web.archive.org\/web\/20130923074557\/http:\/\/www.jimoday.org\/\">Jim O&#8217;Day<\/a> kicked off the testimony in support of the resolution, explaining why it&#8217;s important that the people who are incarcerated in his district be counted at their home addresses in the next Census. Aleks spoke and submitted <a href=\"\/\/www.prisonersofthecensus.org\/testimony\/Demos-PPI-Testimony-MA-2013-Mar-27.pdf\">joint testimony<\/a> on behalf of <a href=\"\/\/www.prisonpolicy.org\">Prison Policy Initiative<\/a> and <a href=\"http:\/\/www.demos.org\">D&#275;mos<\/a>, and she was joined by Pam Wilmot of <a href=\"http:\/\/www.commoncause.org\/about\/staff-directory\/cheri-quickmire.html\">Common Cause Massachusetts<\/a>, <a href=\"http:\/\/www.umb.edu\/academics\/cpcs\/faculty\/carroy_ferguson\">Professor Carroy Ferguson<\/a> of UMass Boston, Kevin Peterson of the New Democracy Coalition, Marinella Blake of <a href=\"http:\/\/www.exprisoners.org\/\">EPOCA<\/a>, Sunni Ali of the <a href=\"http:\/\/bostonworkersalliance.org\">Boston Workers\u2019 Alliance<\/a>, Rahsaan Hall of the <a href=\"http:\/\/www.lawyerscom.org\">Lawyers&#8217; Committee for Civil Rights and Economic Justice<\/a>, Sara Brady from <a href=\"http:\/\/www.massvote.org\">MassVOTE<\/a>, and Gavi Wolfe from the <a href=\"http:\/\/www.aclum.org\">ACLU of Massachusetts<\/a> (<a href=\"https:\/\/www.aclum.org\/sites\/all\/files\/vote\/testimony_prison_gerrymandering.pdf\">testimony<\/a>).<\/p>\n<p>We also submitted a <a href=\"\/\/www.prisonersofthecensus.org\/letters\/MA_S309-H3185_letter.pdf\">joint letter<\/a> from 24 Massachusetts-based organizations calling on the Joint Committee of Election Laws to pass the resolution, and Leah Aden of the <a href=\"http:\/\/www.naacpldf.org\">NAACP LDF<\/a> submitted a <a href=\"\/testimony\/NAACP-MA-testimony-3-27-13.PDF\">memo of support for the resolution<\/a>. As we note in the joint letter,<\/p>\n<blockquote>\n<p>The Census Bureau considers state and local redistricting to be the second most important use of census data, and actively solicits feedback from states on their experiences using Census data for reapportionment.
