The students&#8217; interviews with local officials in Indiana reveal bi-partisan and wide-spread support for ending prison-based gerrymandering:\n<\/p>\n<p>\n<iframe loading=\"lazy\" width=\"425\" height=\"349\" src=\"\/\/www.youtube.com\/embed\/zAO3jnRCbXY\" frameborder=\"0\" allowfullscreen><\/iframe>\n<\/p>\n<p>\nAs the video shows, prison-based gerrymandering in Indiana&#8217;s local governments is often inadvertent and results from confusion about the <a href=\"\/\/www.prisonersofthecensus.org\/factsheets\/adjusting.pdf\">choices available<\/a> to counties and municipalities.\n<\/p>\n<p>\nLarge prison populations can easily skew political power within a city.  <a href=\"http:\/\/tribstar.com\/opinion\/x993499433\/MARK-BENNETT-Does-counting-inmates-in-council-districts-skew-representation-Policy-group-says-yes\">Terre Haute&#8217;s<\/a> prison population, for example, nearly doubled over the past decade.
