Brenda Wright, Director of the Democracy Program at Demos, testified about prison-based gerrymandering before the Before the Special Joint Committee on Redistricting of the Massachusetts General Court.  The <a href=\"http:\/\/web.archive.org\/web\/20110904055600\/http:\/\/www.demos.org\/publication.cfm?currentpublicationID=FF7AF6FC-3FF4-6C82-5D68065772CAFC31\">extensive and thorough testimony<\/a> included this summary of the problem:\n<\/p>\n<blockquote>\n<p>\nBecause of the rise in incarceration rates, the practice of allocating incarcerated persons to prison districts substantially skews redistricting.
