{"id":1625,"date":"2010-08-17T14:20:06","date_gmt":"2010-08-17T18:20:06","guid":{"rendered":"http:\/\/www.prisonersofthecensus.org\/news\/?p=1625"},"modified":"2019-08-28T14:12:42","modified_gmt":"2019-08-28T18:12:42","slug":"palumbo","status":"publish","type":"post","link":"https:\/\/www.prisonersofthecensus.org\/news\/2010\/08\/17\/palumbo\/","title":{"rendered":"Rhode Island legislator boasts of prison-based gerrymandering"},"content":{"rendered":"<p><i>Providence Journal<\/i> columnist Ed Fitzpatrick, who earlier <a href=\"http:\/\/www.projo.com\/news\/efitzpatrick\/edward_fitzpatrick_5_08-05-10_T1JDTO4_v27.246028d.html\">reviewed<\/a> Jeff Reichert&#8217;s new film <a href=\"http:\/\/web.archive.org\/web\/20110814131350\/http:\/\/www.gerrymanderingmovie.com\/\">Gerrymandering<\/a> he published <a href=\"http:\/\/www.projo.com\/news\/efitzpatrick\/edward_fitzpatrick_17_08-17-10_B4JH50E_v29.22a531d.html\">a new column<\/a> this morning that focuses on the film&#8217;s <a href=\"\/\/www.youtube.com\/watch?v=wzh32Zp_PYk\">segment<\/a> on prison-based gerrymandering.<\/p>\n<p>He said that my explanation of \u201cthe perfect district from the perspective of an elected official would be your house and a large prison, because as long as your spouse is willing to vote for you, you are guaranteed reelection&#8221; made him laugh, but he &#8220;wrote it off as an Iowa issue.&#8221; Then he started to think about the large Adult Correctional Institution in Cranston <a href=\"\/50states\/RI.html\">Rhode Island<\/a>.<\/p>\n<p>Anamosa is a great example of why prison-based gerrymandering is an unfair practice. But if viewers expect to see elected officials boast of deliberately using the prison populations to receive more representation than elsewhere, you won&#8217;t find it in Anamosa where democracy activists and the representative of the prison district worked together to change the form of government to eliminate the prison district.  <span class=\"pullquote\">For shameless examples of using prison populations for self-advancement, the best example is in Rhode Island.<\/span><\/p>\n<p>\nTo find out who in Rhode Island inspired a search for a place like Anamosa, check out Ed Fitzpatrick&#8217;s <a href=\"http:\/\/www.projo.com\/news\/efitzpatrick\/edward_fitzpatrick_17_08-17-10_B4JH50E_v29.22a531d.html\">column<\/a>.
