{"id":1612,"date":"2010-08-13T13:00:43","date_gmt":"2010-08-13T17:00:43","guid":{"rendered":"http:\/\/www.prisonersofthecensus.org\/news\/?p=1612"},"modified":"2010-08-13T13:00:43","modified_gmt":"2010-08-13T17:00:43","slug":"record-ap","status":"publish","type":"post","link":"https:\/\/www.prisonersofthecensus.org\/news\/2010\/08\/13\/record-ap\/","title":{"rendered":"A few upstate politicians misconstrue NY&#8217;s constitution, want to keep phantom constituents"},"content":{"rendered":"<p>The Governor of New York signed the budget on Thursday, and with it the <a href=\"\/\/www.prisonersofthecensus.org\/news\/2010\/08\/03\/ny_law\/\">state&#8217;s new law to end prison-based gerrymandering<\/a>.<\/p>\n<p>Keith Goldberg of the <i>Times Herald-Record<\/i> (Orange County, NY), which earlier this week <a href=\"http:\/\/www.recordonline.com\/apps\/pbcs.dll\/article?AID=\/20100808\/OPINION\/8080318\/-1\/SITEMAP\">editorialized in support<\/a> of the new law, has an interesting article about their state Senator&#8217;s reaction:<\/p>\n<ul>\n<li><a href=\"http:\/\/www.recordonline.com\/apps\/pbcs.dll\/article?AID=\/20100813\/NEWS\/8130364\/-1\/SITEMAP\">Bonacic sees battle over change in prisoner count: Senator calls it power grab by Dems<\/a>\n<\/li>\n<\/ul>\n<p>And the Associated Press has <a href=\"http:\/\/www.syracuse.com\/news\/index.ssf\/2010\/08\/new_york_will_use_inmates_pre-.html\" title=\"New York state will use inmates' pre-prison addresses for redistricting\">an article<\/a> appearing around the state that&#8217;s pretty good pointing out that the &#8220;last redistricting map included seven Senate districts that met required population criteria &#8211; within 10 percent of the largest district &#8211; only by counting prisoners,&#8221; although we wish it would have been more thorough at dealing with the constitutional issues.   When Sen.
