{"id":1420,"date":"2010-06-30T11:13:11","date_gmt":"2010-06-30T15:13:11","guid":{"rendered":"http:\/\/www.prisonersofthecensus.org\/news\/?p=1420"},"modified":"2010-09-02T12:27:06","modified_gmt":"2010-09-02T16:27:06","slug":"syracuse-editoria","status":"publish","type":"post","link":"https:\/\/www.prisonersofthecensus.org\/news\/2010\/06\/30\/syracuse-editoria\/","title":{"rendered":"Syracuse Post-Standard calls for end to prison-based gerrymandering"},"content":{"rendered":"<p>The <i>Syracuse Post-Standard<\/i> today reiterated <a href=\"http:\/\/blog.syracuse.com\/opinion\/2010\/02\/legislation_would_stop_prison-.html\">an earlier call<\/a> for New York to end prison-based gerrymandering. <\/p>\n<p>Today&#8217;s editorial <a href=\"http:\/\/blog.syracuse.com\/opinion\/2010\/06\/reform_redistricting_in_new_yo.html\">Reform Redistricting in New York: Bills are moving; there\u2019s still time to install a fair process<\/a>  decried the gerrymandering that is endemic in New York State, and praised reform efforts currently moving forward in the legislature:<\/p>\n<p class=\"quote\">The current redistricting process is political conflict of interest of the first order. Instead of allowing voters in a district with geographic or demographic integrity to choose their state Assembly and Senate members, lawmakers in effect \u201cchoose their voters\u201d by designing districts with one overarching criterion: to ensure their re-election.<\/p>\n<p>The editorial ends with a call to include prison-based gerrymandering in any larger reforms:<\/p>\n<p class=\"quote\">One other thing: Companion <span class=\"pullquote\">legislation would end the nonsensical practice of counting state prison inmates as \u201cresidents\u201d of the localities where they are incarcerated<\/span>, for redistricting purposes. There\u2019s no good reason why the 2,500-plus state prisoners being held in Cayuga County should help determine legislative district boundaries in that county &#8212; or why the 1,900 Onondaga County residents serving time elsewhere should not be counted in their home county.
