Dear Karen Humes, I am writing in response to your May 20 federal register notice regarding the Residence Rule and Residence Situations. A lot of people from the city I live in end up in prison, and it’s not fair that they get counted as if they were residents of the prison town instead of at home. Giving their political power to people who want to lock up more of our community members just doesn’t make sense. Because I believe in a population count that accurately represents my community, I urge you to count incarcerated people at their home address, rather than at the particular facility that they happen to be located at on Census day.
