According to the 2000 Census, Manassas city, Virginia has a population of 35,135 people. Of those, 25,316 (71%) are White, 4,535 (11%) are Black, and 5,316 (14%) are Latino[1]. However, 519 (or 1% of the 35,135 people) are not residents by choice but are people in prison.

Even though prisoners cannot participate in the local community, the Census Bureau nevertheless counts them as residents of the county where they are incarcerated.

A more accurate description would not include the prisoners. This would give Manassas city a population of 34,616 with a demographic that is 72% White, 12% Black, and 15% Latino.
