According to the 2000 Census, Harrisonburg city, Virginia has a population of 40,468 people. Of those, 34,334 (85%) are White, 2,394 (6%) are Black, and 3,580 (9%) are Latino[1]. However, 307 (or 1% of the 40,468 people) are not residents by choice but are people in prison.
