Hampton city, Virginia

According to the 2000 Census, Hampton city, Virginia has a population of 146,437 people. Of those, 72,556 (49%) are White, 65,428 (45%) are Black, and 4,153 (3%) are Latino[1]. However, 8,397 (or 6% of the 146,437 people) are not residents by choice but are people in prison.

Even though prisoners cannot participate in the local community, the Census Bureau nevertheless counts them as residents of the county where they are incarcerated.

A more accurate description would not include the prisoners. This would give Hampton city a population of 138,040 with a demographic that is 49% White, 46% Black, and 3% Latino.
