Orange County, Virginia

According to the 2000 Census, Orange County, Virginia has a population of 25,881 people. Of those, 21,833 (84%) are White, 3,566 (14%) are Black, and 330 (1%) are Latino[1]. However, 236 (or 1% of the 25,881 people) are not residents by choice but are people in prison.

Even though prisoners cannot participate in the local community, the Census Bureau nevertheless counts them as residents of the county where they are incarcerated.

A more accurate description would not include the prisoners. This would give Orange County a population of 25,645 with a demographic that is 85% White, 13% Black, and 1% Latino.
