According to the 2000 Census, Jack County, Texas has a population of 8,763 people. Of those, 7,771 (89%) are White, 486 (6%) are Black, and 691 (8%) are Latino[1]. However, 1,000 (or 11% of the 8,763 people) are not residents by choice but are people in prison.

Even though prisoners cannot participate in the local community, the Census Bureau nevertheless counts them as residents of the county where they are incarcerated.

A more accurate description would not include the prisoners. This would give Jack County a population of 7,763 with a demographic that is 94% White, 1% Black, and 7% Latino.
