According to the 2000 Census, Jasper County, South Carolina has a population of 20,678 people. Of those, 8,766 (42%) are White, 10,895 (53%) are Black, and 1,190 (6%) are Latino[1]. However, 1,240 (or 6% of the 20,678 people) are not residents by choice but are people in prison.

Even though prisoners cannot participate in the local community, the Census Bureau nevertheless counts them as residents of the county where they are incarcerated.

A more accurate description would not include the prisoners. This would give Jasper County a population of 19,438 with a demographic that is 43% White, 52% Black, and 6% Latino.
