According to the 2000 Census, Dorchester County, South Carolina has a population of 96,413 people. Of those, 68,498 (71%) are White, 24,176 (25%) are Black, and 1,722 (2%) are Latino[1]. However, 1,238 (or 1% of the 96,413 people) are not residents by choice but are people in prison.

Even though prisoners cannot participate in the local community, the Census Bureau nevertheless counts them as residents of the county where they are incarcerated.

A more accurate description would not include the prisoners. This would give Dorchester County a population of 95,175 with a demographic that is 72% White, 25% Black, and 2% Latino.
