According to the 2000 Census, Woodward County, Oklahoma has a population of 18,486 people. Of those, 17,050 (92%) are White, 204 (1%) are Black, and 896 (5%) are Latino[1]. However, 543 (or 3% of the 18,486 people) are not residents by choice but are people in prison.

Even though prisoners cannot participate in the local community, the Census Bureau nevertheless counts them as residents of the county where they are incarcerated.

A more accurate description would not include the prisoners. This would give Woodward County a population of 17,943 with a demographic that is 93% White, 0% Black, and 5% Latino.
