Pamlico County, North Carolina

According to the 2000 Census, Pamlico County, North Carolina has a population of 12,934 people. Of those, 9,464 (73%) are White, 3,178 (25%) are Black, and 171 (1%) are Latino[1]. However, 526 (or 4% of the 12,934 people) are not residents by choice but are people in prison.

Even though prisoners cannot participate in the local community, the Census Bureau nevertheless counts them as residents of the county where they are incarcerated.

A more accurate description would not include the prisoners. This would give Pamlico County a population of 12,408 with a demographic that is 75% White, 23% Black, and 1% Latino.
