According to the 2000 Census, Madison Parish, Louisiana has a population of 13,728 people. Of those, 5,197 (38%) are White, 8,283 (60%) are Black, and 288 (2%) are Latino[1]. However, 602 (or 4% of the 13,728 people) are not residents by choice but are people in prison.

Even though prisoners cannot participate in the local community, the Census Bureau nevertheless counts them as residents of the county where they are incarcerated.

A more accurate description would not include the prisoners. This would give Madison Parish a population of 13,126 with a demographic that is 39% White, 60% Black, and 2% Latino.
