According to the 2000 Census, Franklin Parish, Louisiana has a population of 21,263 people. Of those, 14,281 (67%) are White, 6,721 (32%) are Black, and 160 (1%) are Latino[1]. However, 303 (or 1% of the 21,263 people) are not residents by choice but are people in prison.

Even though prisoners cannot participate in the local community, the Census Bureau nevertheless counts them as residents of the county where they are incarcerated.

A more accurate description would not include the prisoners. This would give Franklin Parish a population of 20,960 with a demographic that is 68% White, 31% Black, and 1% Latino.
