Morgan County, Kentucky

According to the 2000 Census, Morgan County, Kentucky has a population of 13,948 people. Of those, 13,193 (95%) are White, 611 (4%) are Black, and 85 (1%) are Latino[1]. However, 1,664 (or 12% of the 13,948 people) are not residents by choice but are people in prison.

Even though prisoners cannot participate in the local community, the Census Bureau nevertheless counts them as residents of the county where they are incarcerated.

A more accurate description would not include the prisoners. This would give Morgan County a population of 12,284 with a demographic that is 99% White, 0% Black, and 0% Latino.
