La Salle County, Illinois

According to the 2000 Census, La Salle County, Illinois has a population of 111,509 people. Of those, 105,896 (95%) are White, 1,723 (2%) are Black, and 5,791 (5%) are Latino[1]. However, 1,640 (or 1% of the 111,509 people) are not residents by choice but are people in prison.

Even though prisoners cannot participate in the local community, the Census Bureau nevertheless counts them as residents of the county where they are incarcerated.

A more accurate description would not include the prisoners. This would give La Salle County a population of 109,869 with a demographic that is 96% White, 1% Black, and 5% Latino.
