Wayne County, Georgia

According to the 2000 Census, Wayne County, Georgia has a population of 26,565 people. Of those, 20,382 (77%) are White, 5,398 (20%) are Black, and 1,013 (4%) are Latino[1]. However, 1,955 (or 7% of the 26,565 people) are not residents by choice but are people in prison.

Even though prisoners cannot participate in the local community, the Census Bureau nevertheless counts them as residents of the county where they are incarcerated.

A more accurate description would not include the prisoners. This would give Wayne County a population of 24,610 with a demographic that is 79% White, 18% Black, and 3% Latino.
