Washington County, Florida

According to the 2000 Census, Washington County, Florida has a population of 20,973 people. Of those, 17,140 (82%) are White, 2,872 (14%) are Black, and 483 (2%) are Latino[1]. However, 1,108 (or 5% of the 20,973 people) are not residents by choice but are people in prison.

Even though prisoners cannot participate in the local community, the Census Bureau nevertheless counts them as residents of the county where they are incarcerated.

A more accurate description would not include the prisoners. This would give Washington County a population of 19,865 with a demographic that is 84% White, 12% Black, and 2% Latino.
