Hartford County, Connecticut

According to the 2000 Census, Hartford County, Connecticut has a population of 857,183 people. Of those, 659,192 (77%) are White, 99,936 (12%) are Black, and 98,968 (12%) are Latino[1]. However, 5,937 (or 1% of the 857,183 people) are not residents by choice but are people in prison.

Even though prisoners cannot participate in the local community, the Census Bureau nevertheless counts them as residents of the county where they are incarcerated.

A more accurate description would not include the prisoners. This would give Hartford County a population of 851,246 with a demographic that is 77% White, 11% Black, and 11% Latino.
