According to the 2000 Census, Tuolumne County, California has a population of 54,501 people. Of those, 48,750 (89%) are White, 1,146 (2%) are Black, and 4,445 (7%) are Latino[1]. However, 4,246 (or 8% of the 54,501 people) are not residents by choice but are people in prison.

Even though prisoners cannot participate in the local community, the Census Bureau nevertheless counts them as residents of the county where they are incarcerated.

A more accurate description would not include the prisoners. This would give Tuolumne County a population of 50,255 with a demographic that is 93% White, 0% Black, and 6% Latino.
