Modoc County, California
According to the 2000 Census, Modoc County, California has a population of 9,449 people. Of those, 8,120 (86%) are White, 65 (1%) are Black, and 1,088 (12%) are Latino[1]. However, 164 (or 2% of the 9,449 people) are not residents by choice but are people in prison.
Even though prisoners cannot participate in the local community, the Census Bureau nevertheless counts them as residents of the county where they are incarcerated.
A more accurate description would not include the prisoners. This would give Modoc County a population of 9,285 with a demographic that is 86% White, 0% Black, and 11% Latino.
