According to the 2000 Census, Del Norte County, California has a population of 27,507 people. Of those, 21,693 (79%) are White, 1,184 (4%) are Black, and 3,829 (14%) are Latino[1]. However, 3,562 (or 13% of the 27,507 people) are not residents by choice but are people in prison.

Even though prisoners cannot participate in the local community, the Census Bureau nevertheless counts them as residents of the county where they are incarcerated.

A more accurate description would not include the prisoners. This would give Del Norte County a population of 23,945 with a demographic that is 81% White, 0% Black, and 10% Latino.
