		<description>This is a national dilemma. In may states across the country rural, sparsely populated areas lobby for prison construction as an economic stimulus. This has an economic impact on both the community where the prisoner committed his or her crime, the county of record and the county where the person will serve their commitment. There ought to be a national debate on this issue.</description>
